An institution that names its officers commits someone. Here is who carries the project, which decisions belong to people, and the exact route a complaint follows.
The founder
IHETC is led by Mamadou Touré, developer, systems architect and trainer. The project is a creation: the platform, the production chain and this site are designed by the same hand, which explains their technical coherence and the speed with which a stated need becomes an open programme. He personally holds responsibility for the reserved acts listed below, until the academic bodies take them over.
What belongs to people
The list is closed, and short. These four acts commit a learner's path or a legal responsibility: they are taken by an identified person, who signs them and answers to you for them.
- Publishing teaching content — a named lead approves it and answers for it
- Settling a certifying mark, after marking and second reading
- Deciding an admission or an exclusion, by written and reasoned decision
- Issuing an award, under the signature of the institution
How a complaint is handled
The route is public, timed and identical for everyone. You can hold the institution to it: that is exactly why it is written here.

By email or from your space, in one sentence if that is enough. The form is short and stating a reason is left to you.

We acknowledge
Within two working days, with the name of the person who takes the file through to closure.

Written, reasoned reply
Within ten working days. The reasoning is written whatever the outcome: that is what lets you take it further.

Review by a person
On any assessment, human review is a right. It is requested in one line, with no justification needed.
The bodies, as they are put in place
Each body is published with its named members on the day it is installed, and its remit is written in advance. Here are the three planned, and what each will settle.
Academic council
It settles programmes, assessment frameworks and the composition of award boards. Its remit is detailed on its own page.
Scientific council
It reviews how current the content is, field by field, and proposes the applied research priorities adopted for the year.
Users' committee
It brings together enrolled learners and carries their requests on organisation, calendar and assessment arrangements.
