The skills development plan, written to be executed

A plan fits on one page and reads in three columns: who, what, when. Ours draws on the 72 professional titles and the 30 catalogue programmes, quantifies every line in supervised hours, and produces the record expected at year-end.

What separates a plan from an intention

An executable plan carries five attributes per line, and it is the fifth that makes the difference: the expected record. Until a line states what document it will produce, it can neither be checked at year-end nor defended to a finance director.

  • A named population, with its exact headcount
  • A target skill, written as a verifiable action verb
  • A supervised-hours volume, taken from the catalogue rather than estimated
  • An execution window compatible with the seasonality of your business
  • The record produced at the end of the line: attendance certificate, professional certificate or professional title

An annual plan, line by line

This is the shape an executable line takes. Volumes follow the catalogue's official rule — one credit equals 25 hours of work, ten of them supervised — which makes every line recomputable by your finance team.

The annual cycle

Four meetings are enough to hold a plan over twelve months. The mid-point review is the one that counts: that is when the plan can still be usefully corrected, whereas a November revision lands after the budget decision.

    Budget framing

    The envelope, the priorities, the year's regulatory deadlines. The plan is built under constraint, never beside it.

  2. 02

    Writing the lines

    Each line receives its population, its supervised hours and its window. The total is compared to the envelope the same day.

  3. 03

    Tracked execution

    Sessions open, deadlines are tracked, managers see their team's progress continuously.

  4. 04

    Closing and carry-over

    The dated statement closes the year, line by line. What remains open carries into the next plan with its history.

Questions about the plan

How many lines should a first plan have?

A first plan that holds holds on few lines. Three to five populations covered in full produce a successful year and a repeatable method; fifteen half-executed lines produce a year to justify. The following year, coverage widens on a proven base.

How does the plan connect to annual reviews?

The role framework serves both, and that is what makes the connection natural. The review notes a gap on a named competency; the plan attaches a line, a volume and a window to it. The employee sees the follow-up to their review, which is the strongest driver of participation.

What happens to an unused line at year-end?

It appears in the dated statement with its real progress and carries into the next plan with its history. People who had started resume where they left off: their progress belongs to them, not to the budget year.

Can we run the plan from our own tools?

Yes. The export is permanently available in an ordinary tabular format, with identity, attachment, exact pathway title, completion date, result and the export's own timestamp. Your internal dashboards feed straight from it, with no re-keying.
